Financial Administration is a main part of any administration. The Task Force of the Government of India in the year 1965 recommended Central Government as well as all the State Government to constitute separate Finance / Accounts Service for better Financial Management of the Government. Accepting recommendation this Service was constituted in the year 1971. Since then the Officers of WBA & AS are silently contributing major resources to State Administration. The Officers of this Service ensure enhancement of accountability major resources to State Administration. The Officers of this Service ensure enhancement of accountability of the executives by carrying out internal audit in Government as well as Public Sectors and providing accounting services to the State Government. The Service is responsible for establishing and maintaining a technically sound management accounting system in State Government.
Contributions of the WBA & AS in the State Administration
i- Budget.
The officers of this Service are functioning in different capacities in different organisations like Treasury Officer in Treasury, Pay & Accounts Officer in Pay & Accounts Office, Drawing & Disbursing Officer in different Departments, Offices, Hospitals etc., Finance Officer in Universities, Chief Accounts Officer in different Public Sector Undertakings, Controller of Finance Officer in Universities, Chief Accounts Officer in different Public Sector Undertakings, Controller of Finance / Finance Officers in different Panchayeti Raj Institutions, Municipalities, Autonomous Bodies,. The post of Financial Advisors in different Departments is now mainly held from this service.
We are very much proud for the confidence and reliance put on our service in recent years by our present Government specially, our Honourable Chief Minister. We convey our heartiest respect and thanks to her. We expect a great changeover in the scenario of Service Cadre in recent years and to give us this opportunity. First of all, I would like to convey my thanks to everybody and good wishes from the core of my heart on behalf of our Association. You are all well aware that we have already launched our website www.oaaas.in in new shape and all types of notifications, pictures, news are uploaded to keep it uptodate. You are all requested to be linked with our website. I convey my good wishes in the coming celebration of the Sarodotsov of 2022.
Many ups and downs we have seen despite that we are marching forward for a better tomorrow and in a recent past our Associations met our Hon'ble Finance Minister and placed our demands. All are well aware that we could be able to send our message to Hon'ble Chief Minister and out of our prime demand, a demand of Scale No. 21 i.e. for the post of Special Secretary has recently been awarded a good number by the Finance Department inter alia in which order, Government appreciated the West Bengal Audit & Accounts Service Cadre in the financial management arena.
We hope and believe that in future this movement will definitely bring the success to get our legitimate demand fulfilled. In this context, I must convey this message that our Association very recently submitted a letter to Hon'ble Chief Minister seeking a uniform benefit like WBCS (Executive) cadre and from our side we are constantly pursuing the same. For upliftment of service and for bringing a good parity we will always demand to our Government for allowing the legitimate demand and we believe that our letter of demand will get proper weightage and Government will issue the necessary order for betterment of this service.
I must request to all the members to cooperate in all respect and also convey my thanks to the well wishers and patrons those who have contributed to launch the website in a new shape in as much as I convey my thanks to our beloved members those who have wholeheartedly supported for launching the website in a new shape and hope that they will also cooperate for further enrichment of this site.

Hopefully we have overcome successfully the dark days of COVID – 19 and now we all should look forward for the better days . Director , Controller of Finance ,Deptt of F & S . I pay my deepest condolence tohim and convey both my sorrow and solidarity to his family from this stage . We have fought a lot during the pandemic days and now are hopeful to get our demands fulfilled through our constant and timely fighting .
